Graduated from the Bashkir State Pedagogical Institute and the Russian Academy of Public Administration. Worked in the press service of the Union of Right Forces party and served as a speechwriter in the Russian government before becoming Deputy Head of the Administration of the President of Bashkortostan. He was also a member of the Scientific and Expert Council of the Russian Central Election Commission. Specializes in the analysis of Russian politics and electoral processes. His works has been published in Forbes, Republic, and Vedomosti.
