Graduated from Moscow State University, earned a master’s degree in political science from the University of California, and a PhD from the California Institute of Technology.
Specializes in comparative federalism, intergovernmental relations, and European politics. Author of “Designing Federalism: A Theory of Self-Sustainable Federal Institutions”, which received an honorable mention from the American Political Science Association.
Previously taught at Washington University in St. Louis. Currently a professor of political science at Binghamton University.
